Is USAA legit?
Short profile: USAA is a member-owned reciprocal insurance exchange founded in 1922 and headquartered in San Antonio, Texas. It serves only the military community — service members, veterans, and eligible family — and, counting all writers, it is the fifth-largest private-passenger auto insurer in the United States (NAIC 2024), selling direct online, by phone, and in its app.
Verdict: Legit
USAA is a legitimate, licensed, member-owned insurer — a top-five U.S. auto writer with AM Best’s highest rating. Two honest cautions, neither of them about legitimacy: only the military community can buy it, and its regulator complaint index runs above the market benchmark even while its claims-satisfaction score is the highest recorded. Verdict dated October 23, 2026; we re-check when the underlying evidence changes.
The 5-point evidence checklist
- PassRegistration & identity — Founded 1922 in San Antonio, Texas, by 25 U.S. Army officers; a reciprocal inter-insurance exchange organised under the Texas Insurance Code — members insure one another and own the exchange; 14.3 million members; official site usaa.com. Insurance is restricted to members: those serving or who have honorably served in the U.S. military, and eligible family members.
- PassPricing transparency — Members can quote and buy online, by phone, or in the app before committing; prices are individualised. Non-members cannot quote at all — eligibility is established first, which is the honest order for a restricted-membership insurer.
- ConcernComplaints pattern — NAIC complaint index (auto) of 1.178 — above the 1.00 benchmark, i.e. more complaints than expected for a company of its size (NAIC data, compiled Aug 2026). Other compilations put USAA’s index far higher or lower on different bases; we use the same compilation for every carrier on this site.
- Not foundRefund & cancellation terms — We could not find a single public page stating cancellation and refund terms; they live in individual policy documents and state rules. Ask for the cancellation terms in writing before you buy.
- PassIndependent evidence — NAIC market-share data (fifth-largest U.S. auto insurer, 6.2% share, 2024) and AM Best’s affirmation of an A++ (Superior) Financial Strength Rating with a “aaa” Long-Term ICR (June 2026) corroborate the company independently. Ratings can change — verify the current rating at AM Best.
Complaints and pricing notes
USAA is the one carrier here where two quality signals genuinely point in different directions, and we would rather show both than average them away. Its NAIC complaint index in the compilation used across this site is 1.178 — above the market benchmark. Its score in the J.D. Power 2025 U.S. Auto Claims Satisfaction Study is 741/1,000, the highest score recorded in that study — but USAA is not rank-eligible in J.D. Power studies because of its membership restrictions, so 741 is a score, never an official first-place ranking. Complaint indices for USAA vary widely between compilations because its member companies are aggregated differently; that is exactly why this site cites one compilation, consistently, for every carrier.
